Direction
In a big skillet, cook onions and ground beef over medium heat until the beef turns brown evenly; do not drain. Use pepper and salt to taste to season. Mix in flour, 1 tablespoon each time, until the beef juices have been absorbed.
Mix in water, tomato juice, and tomatoes. Simmer on low heat until thickened.
Mix in sugar and nutmeg; simmer until the flavors have fully combined.
